We’re proud to share that Agilysis, working in partnership with Transport Scotland, has been shortlisted for a CIHT Health and Safety Award for our work building Safe System capacity in Scotland.
The nomination recognises a multi‑year programme that goes beyond individual projects or interventions, focusing instead on the foundations that make long‑term road safety improvement possible: organisational culture, workforce capability, leadership and evidence‑based decision‑making.
Scotland’s Road Safety Framework sets some of the most ambitious targets internationally, including eliminating deaths and serious injuries by 2050. Meeting those ambitions requires more than policies or targets alone. It requires organisations that are equipped, confident and aligned to deliver Safe System principles in everyday decisions.
Our work with Transport Scotland focused on strengthening institutional capacity across national and local authorities, the police, and partner organisations, ensuring that Safe System thinking is embedded in governance, funding decisions, and professional practice.
Building culture, capability and confidence
A central innovation in the programme was the development of the Safe System Cultural Maturity Playbook – the world’s first tool of its kind. The Playbook enables organisations to assess their current safety culture, identify strengths and barriers, and take structured steps towards a more mission‑oriented, safety‑led approach.
Alongside this, a comprehensive blended training programme was delivered, reaching over 500 practitioners across roles and seniority. This combined eLearning, virtual workshops and in‑person courses, with bespoke sessions for senior leaders to ensure alignment between strategy and practice.
To support day‑to‑day decision‑making, we also developed an online Safe System Manual, containing 250 practical practice notes and an AI‑enabled search function. This provides an enduring, updatable knowledge base that translates international best practice into accessible, practical guidance for professionals.
Designed for legacy, not just delivery
What sets this work apart is its focus on long‑term legacy. Rather than time‑limited interventions, the programme was designed to leave behind tools, skills and systems that continue to evolve.
By aligning culture change, workforce development and a structured data roadmap, the approach ensures learning and improvement continue well beyond the life of the programme. Independent evaluation and strong political engagement have helped embed Safe System principles into organisational processes, supporting Scotland’s long‑term Vision Zero ambitions.
The CIHT shortlist reflects not only impact within Scotland, but the broader relevance of this approach. The work has been recognised internationally as a model for Safe System capacity building, with growing interest from partners across the UK and beyond.
For us at Agilysis, the recognition reinforces a simple but powerful lesson: sustainable road safety improvement depends as much on people, culture and decision‑making systems as it does on infrastructure and enforcement.
