
Over the last two years, Agilysis has undertaken an evaluation of Biker Down, a vital post-collision response (PCR) initiative delivered in partnership with Vision Zero South West. This first-of-its-kind study highlights how this national program, run by emergency service experts, is boosting the confidence and skills of motorcyclists across Devon and Cornwall.
More than just a safety course, Biker Down equips riders to respond effectively when they are first on the scene of a motorcycle collision. Originally launched in Kent over a decade ago, the scheme has expanded nationwide, with courses primarily delivered by Fire and Rescue Services. The program focuses on three essential pillars:
- Scene Management: Safely and effectively controlling the scene of a motorcycle collision.
- First Aid: Trauma care specifically for riders, including the often-misunderstood skill of helmet removal.
- The Science of Being Seen: Strategies to increase visibility and adopt safer road positions.
Our evaluation, conducted from April 2023 to March 2025, shows that Biker Down is achieving, and in some areas exceeding, its goals. Surveys conducted before and after the course revealed significant improvements in participants’ confidence and preparedness:
- Confidence Revolution: Only 21% of participants felt confident handling an unconscious rider before the course. Post-training, that number jumped to 90%.
- Bridging the Knowledge Gap: Participants reporting "limited knowledge" in First Aid dropped from 52% to just 2%.
- Empowered Scene Management: 100% of respondents now plan to take proactive steps in managing a collision scene.
The program is particularly popular among seasoned motorcyclists, with 41% of attendees having more than 16 years of riding experience. Many use it as a refresher after returning to biking following a break. Feedback highlighted the professionalism and engagement of Fire and Rescue and Paramedic trainers, with one participant noting: “A fantastic course that every biker should do... very well delivered.”
Recommendations
While the program is highly effective, our research identified opportunities for further impact:
- Diversifying Participation: Most attendees are males over 45; targeted outreach could engage younger and female riders.
- Balanced Confidence: Instructors should ensure new skills don’t lead to overconfidence or riskier behaviour.
- Expanding Knowledge: Participants expressed interest in deeper First Aid training and guidance on effective visibility products.
